To be fair, Bradley and Kennelly cite the role of the State both historically (in the case of the Department of Agriculture and Technical Instruction founded in 1900) as well as recently (in the case of various semi-state bodies who have provided key economic and social services as well as training, support and encouragement to enterprise.
